Maybe this is because i simply did modprobe fcpci instead of using capiinit ? 
Since i couldn't compile capi4k-utils i just simply modprobed the module, 
isdn4linux  over capidrv is working however :)

Well if my problem doesn't go away i just create it one time in devfs, they 
are restored after reboot from /lib/dev-state. But this would be an ugly 
solution, since i would have to do that in an rpm post script.
