You looked at the wrong place. The last release version is:
ftp://ftp.avm.de/tools/capi4hylafax.linux/capi4hylafax-01.03.00.tar.gz
The current sources are in an svn repository at:
svn://capi4hylafax.in-berlin.de/capi4hylafax/trunk/capi4hylafax
Take a look at src/faxrecv/faxrecv.cpp - checking telephone numbers could be
done in the CFaxReceive::IncomingCall method and checking fax infos with the
NCPI in CFaxReceive::IsConnected.
