After I compiled the kernel with the appropriate options, I no longer need
to 
pass on the hdparm to my IDE 66 Maxtor hdrive. So, you may be experiencing 
something similar. At any rate, my options used to be: 

hdparm -c3 -m16 -d1 -u1 
and lilo.conf read: 
image = /boot/vmlinuz 
  root = /dev/hda6 
  label = linux 
  append="hdc=ide-scsi idebus=66" ### notice the idebus=66
