Fvwm hat drei spezielle Funktionen zum Initialisieren.
Die "StartFunction", welche beim ersten Starten und beim Neustarten
aufgerufen wird, die "InitFunktion" und "RestartFunction", welche 
während der  Initialisierung und des Neustarts (respektive) direkt
nach der "StartFunction" ausgeführt werden. Diese können in
der Benutzer "rc" persönlich eingestellt werden.

Du braucst also in deiner "StartFunction" einen Eintrag
   exec setroot -solid <your_color>
