Ja, direkt in /usr/include und /usr/lib IIRC. Klar, dafür sind:

> PG_INCLUDE und PG_LIB nicht

ja auch Variablen :)

Im zweifelsfalle rpm -ql postgres (oder wie das RPM heißt).

Also, geht's nach DBI::Pg neuinstallation?
