Das könnte jedenfalls so ein Verhalten verursachen.

tcpwrappers bauen die Verbindung erst auf und fragen dann die IP der
Gegenstelle ab (um sie zu prüfen.)  Dann wird ggf. die Verbindung
zugemacht und das wäre konsistent mit Deinen Client-Logs.
