Du verstehst nicht wirklich was du hier gemacht hast oder?
   %l
          number of lines in the message (does not work with maildir, mh,
          and possibly IMAP folders)

Deswegen 0
%?l?%4l&%4c? stattdessen löst dein Problem, aber du hättest ansonsten
ja auch beim alten Formatstring bleiben können ;)
