[schilytools] RFC: man2html removal

Good day,

We are currently preparing updates for a new schilytool release some
time in the next months.  As a part of this update, I went through the
entire tool collection and checked the tools for their state.

On tool in particular cought my eye: in 2015, Jörg added a fork of
man2html to the schilytools collection.  This fork of the long
unmaintained original adds short fixes to regular expressions in two
places, improving the display of subsections with Solaris nroff.  No
other work had been performed on the tool since then.

Meanwhile, other authors (including Thomas Dickey) have also published
enhanced versions of the script with many more enhancements than Jörg's
version.

I therefore propose to deprecate (in the next version) and then drop
man2html (in the version after that) from the schilytools collection.

There's another tool that may have to be discarded (pxupgrade) as we
may not have its source code or may not be legally allowed to publish
it.  I'll write a separate email about that when there is more
information.  Further tool removals are not planned as of now.
