Hello to you,

I painstakingly went through the config.log files looking for missing include files and then looked them up in APT using "apt-file find ..."

Now you can enjoy the results of my labor if you want or need to build schilytools on Debian/Sid (where I tested) and probably all the current derivative distros (Ubuntu, Mint, etc.)

Before you run make, Just run

apt install build-essential libacl1-dev libattr1-dev libcap-dev libelf-dev libexpat1-dev libext2fs-dev linux-headers-amd64

Of course that assumes you are on an amd64 ("x86_64") version of a Debian distro. Other architectures will have to substitute a different package for linux-headers-amd64.

It's still a long way from having a package maintainer but it's an important step.
