[schilytools] Install locations and man pages.

By looking at Jörg's man pages I find, that there are some pages labeled
"System Manager's Manual" but get installed into "/opt/schily/bin",
while others are labeled "Schily´s USER COMMANDS" but get installed into
"/opt/schily/sbin".

It is not clear to me, which programs are intended for the admin and
which should be for the ordinary user.

At least I would expect the man pages to reflect the actual install
location.
