[schilytools] Install locations and man pages.

Hi Friedhelm,

The installation directories simply refer to where the binary was
historically installed.  Long term, we should also get rid of the
hard-coded /opt/schily prefix in the man pages, dynamically
generating the correct paths from INS_BASE and INS_RBASE at build
time.
