[schilytools] Install locations and man pages.

Hi,

As far as I rermember Joerg, he was absolut strict about
  bin beeing home for dynamically linked bins and 
  sbin beeing home for stuff statically linked.
i.e, sbin is not systemadmin-bin, but home of statically linked 
bins and that was intended by differing /opt/schily/bin and 
/opt/schily/sbin
